Henry Kemp is the Lead Technical Advisor in Ofgem’s Low Carbon RAB (Regulated Asset Base) team leading the technical, commercial and cost assessments of Nuclear, Carbon Capture and Hydrogen transport projects to be funded through the RAB model. He is currently leading the technical due diligence work that Ofgem is undertaking to ensure that it is ready to become the Economic Regulator for Nuclear power station to be funded through a RAB model.
Prior to this, Henry was the international policy lead at the Office for Nuclear Regulation focusing on the implementation of its strategic framework and the agreement of inter-regulatory Information Exchange Agreements and Memoranda of Understanding. Henry began his career in the Nuclear sector as a Chemical Engineer working on the AGR fleet before moving into policy covering climate, environmental, and chemical policy portfolios across nuclear, coal, gas and renewable generation.
