Toni Popovski is a seasoned consultant with over 25 years of experience in governance, decentralization, public service delivery, and environmental protection, with a strong focus on the water sector in North Macedonia and the wider Balkan region.
He has played a central role in major water sector reforms in North Macedonia, including serving as Deputy Team Leader in the EU IPA-funded project "Water Sector Reform at Central Level" (2016–2017), where he coordinated support to national authorities, contributed to the development of the national Water Tariffs Methodology, and trained utilities on its application. He has also facilitated the preparation of multi-year tariff adjustment and business plans for more than 40 public utilities through various projects in North Macedonia. His expertise includes capacity building for regulatory and utility staff, stakeholder engagement, and institutional strengthening to align with EU directives and best practices in water service regulation.
A former Minister of Environment and Physical Planning of North Macedonia, Toni has also led initiatives on integrated water resource management, flood risk management, and inter-municipal cooperation in water-related services. He has collaborated extensively with international organizations, including UNDP, EU, GIZ, SDC, OSCE, and others, delivering high-impact reforms and training programs.
