Quality of supply is just as important to electricity consumers as prices. If prices remain unchanged but standards of service fall, the supply conditions of consumers effectively deteriorate. Ensuring high quality of electricity supply is essential for maintaining the functionality and longevity of electrical devices, ensuring the safety of users, and improving the overall efficiency of the power system. In most countries price regulation has been accompanied by regulation of quality of supply. ERRA’s upcoming training course explores the principles underlying regulation of electricity quality of supply including the dimensions of quality of supply as well as regulatory fundamentals and methods. Theoretical presentations will be extended with country case studies and exercises providing relevant example from regulatory practice.

The courses provide eligible credits for the ERRA’s Certified Energy Regulator programme. The ERRA certification system is supposed to acknowledge those ERRA training participants who have successfully participated in minimum three different training programs organized by ERRA. The certification system is based on credits which can be earned during successfully completed training courses. Up to date, 52 of regulators have received CER certification.

Konstantin Petrov is an energy economist and engineer with a major focus in the area of economic regulation, market/industry design and applied modelling. At DNV Energy Systems he is managing consultant in the Market and Regulation Team. He has worked on multiple assignments in more than 40 countries around the world advising governments, regulators and industry in the electricity and gas sector. He has provided policy making advice on several occasions to the European Commission, ACER (Agency for the Cooperation of Energy Regulators), ECS (Energy Community Secretariat), CEER (Council of European Energy Regulators) and ERRA (Energy Regulators Regional Association). Dr Petrov is also a member of the International Association for Energy Economics (IAEE) and has chaired and worked in several groups at CIGRE (Council on Large Electric Systems).
