    The ERRA Summer School is a foundational training program that provides a thorough introduction to the principles and mechanisms of energy regulation. It serves as an essential resource for understanding the complexities of energy markets, regulatory frameworks. classical and newly emerging roles of energy regulators.

    The program explores a range of topics, including the structure of energy markets, tariff methodologies, the regulatory processes that ensure transparency, efficiency, and fairness in the energy sector and tasks associated with the energy transition. Designed for professionals at the early stages of their careers or those transitioning into the energy field, it offers a clear and structured overview of key concepts in energy governance and policy.

    By combining expert insights with practical knowledge, the ERRA Summer School equips participants with a solid understanding of the regulatory environment and its critical role in the development and operation of energy systems:

    • From the power sector perspective, the emphasis will be put on the corporate Power Purchasing Agreements (PPAs), helping green contracting for the off-takers in their energy procurement. Technology drivers, such as storage, enabling Demand Side Flexibility and the role of new actors - aggregators and energy communities - will also be covered as a part on the energy transformation process.
    • In terms of the natural gas sector, the course will analyse the latest gas market developments in details, covering gas infrastructure regulation and the value chain of international gas markets.

    ERRA Summer School alumni return to work equipped with the following knowledge:

    • the role of regulators and familiarity with the theory and institutions of regulation
    • advantages and disadvantages of the various wholesale market designs
    • principles of calculating prices and tariffs in the energy sector
    • regulatory roles in increasing competition levels in wholesale energy markets
    • the value chain, market structure and regulation of natural gas markets – including LNG markets
    • economic and legal challenges of the new type of contracting in the natural gas and power markets
    • understanding the impacts of the energy transition on energy regulators, with the latest trends
    • introduction to grid development and grid management principles in the future power systems characterised by high share of generation from renewable energy sources

    Course Agenda

    1INTRODUCTION SESSION (online)
    The first online introductory session of the course will set the scene for regulation in the energy sector. We will focus on the fundamental principles and institutions of regulation and introduce the various roles the regulator assumes in the process. In the second part of the online introductory session, we take an overview of the economic fundamentals of regulating energy sector monopolies.
    2Day 1: COMPETITION AND REGULATION IN ELECTRICITY MARKETS
    The first day of the course will be dedicated to the regulation of wholesale electricity markets, focusing on the regulatory practices ensuring competitive price setting in these markets. Electricity market integration is an important tool in safeguarding the competition in these markets and allow for price equalisation in the markets, which brings welfare improvement to the consumers. We will also look into the challenges of the future targets of Net Zero power systems, including the deployment of RES generators and their system integration.
    3Day 2: PRICE AND TARIFF REGULATION IN THE ELECTRICITY MARKETS
    The second day will focus on Price and Tariff regulation; on the fundamentals of the electricity tariff regulation, covering the asset base determination as well as the cost-plus tariff setting methodology and the Incentive price regulation: Attention will be dedicated to Retail Price Regulation as it became a hot topic in the recent volatile price period. With a price regulation exercise, participants will make their own calculation on price setting.
    4Day 3: COMPETITION AND REGULATION IN THE GAS MARKETS
    The third day is devoted to the operation and regulation of natural gas markets, focusing on the value chain and pricing mechanisms in the international markets, being pipeline transited or LNG based sources. We also look at the changing future development of natural gas markets in a decarbonised world. We will dedicate time to gas market related. Hot topics on high gas price environment in Europe will be discussed and we look at the regulatory interventions to treat the volatile price environment impact on the gas markets.
    5Day 4: DISTRIBUTED ELECTRICITY SYSTEMS - NEW TECHNOLOGIES AND PROCESSES
    Renewable technologies and Electrification bring new dimensions to the power system, electricity will be produced in a more distributed manner, which requires new ways regulators oversee the markets. As bulk investment in PV and wind technologies change completely the operation of the power sector, regulation has to follow these processes, including monitoring roles and quality of supply enforcement. The more widespread application of new technologies (e.g. charging stations, storage) requires new skills and regulatory solutions
    6Day 5: SOLUTIONS IN THE ENERGY TRANSITION PROCESS
    Three key solutions enabling the smooth energy transition process: What problems could new energy storage systems solve? What type of grid development is needed for a future-proof power system characterized by high volatility of prices and supply? What is the role of energy efficiency in this process?
    7COMPLETION
