Senior Advisor
Regulatory Assistance Project (RAP)

Bram Claeys is senior advisor at the Regulatory Assistance Project. He coordinates RAP Europe’s power team. His personal focus is on market reform for the energy transition, distribution systems, and sector coupling.

Before joining RAP in 2020, Mr. Claeys was the director general of the Organisation for Sustainable Energy in Belgium. He was a member of the Advisory Council of the federal energy regulator. He served as an expert in tariff design working groups with the Flemish energy regulator.

In the U.S., Mr. Claeys served as the renewable energy deputy director for the Massachusetts Department of Energy Resources. He developed long term procurement frameworks and policies for renewable heating and cooling.

Prior roles included acting as the renewable energy advisor to the Flemish energy minister, climate and energy policy advisor for NGO’s, and environmental consultancy.

Mr. Claeys is a chemist by training (University of Ghent, Belgium) with additional degrees in environmental management from the University of Brussels and international cooperation from the University of Ghent.
