Over the past 15 years has specialized in environmental industries with a strong focus on the water and waste management sectors, including regulation, utility management, financing, governance and PPP. Served as Executive Board Member at ERSAR – the Portuguese Water and Waste Regulatory Authority in Portugal, with direct responsibilities in economic regulation and legislative drafting. Appointed President of CAGER for two 4 year mandates by the Portuguese Government (Environment and Economy Ministries). CAGER is a technical support body to the government in the formulation, monitoring and evaluation of sustainable waste management policies aimed at promoting an efficient transition to a more circular economy. CAGER’s Advisory Council brings together 40 government agencies, operator associations and representatives of the private sector, academia and civil society.
