    LNG supply and terminals are of growing importance in ERRA framework for the ‘old’, the new as well as potential Members of the Association. Regulatory considerations for the topic are particularly relevant these days because of two reasons:

    • for EU ERRA Members the opening discussion on the revised gas directive that will include provisions concerning LNG will certainly impact the way they regulate LNG supply;
    • on the other hand some of the non-EU ERRA Members have a strong interest in developing gas (and LNG) markets and are seeking easily accessible benchmarks and facilitation of knowledge exchange in this regard.

    What’s more, LNG-related topics are of utmost importance in the Southeast Asian region, which is of growing significance for ERRA.

    The Webinar will approach the topic from regulatory perspectives of LNG infrastructure access and tariffs. In order to look into the practical dimension of LNG supply, the webinar will also explore case study examples from specific LNG facilities presented by representatives of the terminals and/or regulators.

    The case studies will present the principles that define the operation of the terminals according to the below listed scheme:

    1. Access rules: primary and secondary capacity allocation, use-it-or-lose-it provisions
    2. Tariffs: negotiated vs regulated, pros and cons
    3. Transparency rules and regulatory monitoring
    4. New service development such as storage, small scale LNG, or any other secondary service
    5. Integration with gas transmission network in domestic and international contexts

    Prior to his involvement in the Hungarian Energy and Public Utility Regulatory Authority, Mr. Pál Ságvári was the special envoy for energy security of Hungary between 2016 and 2020 in the Ministry of Foreign Affairs and Trade. Earlier, he had worked  as the director for energy policy in the Ministry of National Development between 2011 and2015 where he was responsible for developing Hungarian energy strategy. He had been also coordinating regional energy market development projects such as North-South Energy Corridor, Hungarian-Slovak gas interconnector, Nabucco, South Stream, CEEGEX, CEEE Forum, V4 Gas Forum, Electricity Market Coupling. He had started his career in the private sector, while holding different expert positions in ENGIE group.

    Borbála Takácsné Tóth has worked with REKK since its creation in 2004. With REKK she has been leading several international and national consultancy projects, with many using the European Gas Market Model as the primary analytic tool. Her main fields of expertise include: regional co-operations; security of supply issues; energy geopolitics; major infrastructure initiatives in the gas sector and incentives for investments; competition cases in the gas market; storage and LNG markets. In 2001 she received an M.A. in International Relations and European Studies at the Central European University in Budapest. Borbala was educated as an economist and received her degree from the Budapest University of Economic Sciences in 1998. She spent 5 years as a civil servant in government administration mostly in the field of energy regulation. Between 2001 and 2003 she was Head of the President’s Secretariat responsible for international relations of the Hungarian Energy Office.

    Borbála Takácsné Tóth is a Research Associate at the Corvinus University of Budapest. Her background is Economics and International Relations. She gained experience as a civil servant when working with the Hungarian Energy Office and since that time her main research focus is related to energy markets. Her principal interests are in natural gas markets, security of supply issues, regulation and regional cooperation, in the last few years using the European Gas Market Model of REKK as the primary analytic tool to analyse these questions.

    Mr. Camcı, a mechanical engineer from Middle East Technical University, started his professional life at BOTAŞ (Petroleum Pipeline Corporation of Turkey) and worked there for fourteen years; he then joined EMRA “Energy Market Regulatory Authority of Turkey” in 2001 where he worked for seven years as Head of Natural Gas Market Licensing Department. He joined EgeGaz in July 2009.

    Mr. Camcı is also the board member of PETFORM (Petroleum and Natural Gas Platform Association) and SSDGD (Liquefied and Compressed Natural Gas Association.)

    Bagdagul KAYA CANER has over 17 years of experience in natural gas and energy markets. She is currently the Chair of the ICER (International Confederation of Energy Regulators)Virtual Working Group on Gas and Other Fuels and Vice-Cahir of MEDREG (Mediterranean Energy Regulators) Institutional Working Group (former Chair and Vice-Chair of the MEDREG Gas Working Group).

    She is a lawyer by training. She holds a degree Ph.D. in Private International Law from Ankara University where she also holds, LL.B., and MA on the European Union and International Economic Relations. She also holds a Master of Laws degree from the Queen Mary, University of London. She has postgraduate certificates from the Florence School of Regulation-European University Institute and Institute of Public Utilities- Michigan State University. She has published several articles on both national and international publications and she has written book chapters, on issues such as cross-border natural pipeline projects, investment arbitration, competition in energy markets and carbon trading, climate change. She gives lectures in universities and NGOs on issues related to energy law, the EU law and international investment law.

    A master graduate of the Centre for Europe at the University of Warsaw and Warsaw School of Economics. Participant of the International Visitor Leadership Program (IVLP) in the field of energy security and innovation organised by the US Department of State.

    He gained professional experience working as a consultant and market analyst in the field of regulatory and investment risks as well as public affairs advisory for the energy companies. In 2015-2016, he worked at the Ministry of Energy in the Oil and Gas Department. In 2016-2018, he was the energy attaché at the Permanent Representation of Poland to the European Union in Brussels. From 2019, he works as a seconded national expert at the European Commission, Directorate-General for Energy, where he deals with the Internal Energy Market.

    He is also an author of publications on EU energy policy and advocacy of economic interests in the EU.

    After 25 years in the energy business, working for EDF, Cap Gemini Consulting, ENGIE, Laurent HAMOU is now head of European and Institutional Affairs at Elengy since 1st January 2020.

    He is particularly involved in the setting up of an appropriate regulatory framework for new gases, taking into account terminals and small scale LNG logistic chain constraints.

    He is also an active member of Gas Infrastructure Europe, chairing or co-chairing several work groups, and of Association Française du Gaz.

    Mario Matković, mag.oec., has been appointed as Chief Executive Officer of MET Croatia Energy Trade in November 2017. He has worked at MET Croatia since January 2015 in the sales department.

    Mr. Matković started his career at the Trading division of INA-Industrija nafte in 2011, dealing with import and export of oil products and feedstocks needed for optimizing the operations of the refinery.

    In addition to his role of CEO of MET Croatia, Mr. Matković is the shareholder’s representative of MET Holding in a Croatian DSO.

    Vaidotas Bručkus works as the Project manager at LNG Commercial Unit of LNG and Oil terminal operator AB „Klaipėdos nafta“. Since joining AB „Klaipėdos nafta“, he is responsible for the regulatory and commercial affairs including service agreements of the LNG terminal as well as the coordination of working model compliance to the existing EU and national legislation. He has Master‘s degree of Civil law and extensive experience in various legal areas.  Previous work experience includes provision of legal services, drafting proceedings and overall private business related consultancy in legal and commercial areas.

    Apiwat is a Vice President in Corporate strategy at PTTLNG.  He have been working in the field of strategic and business planning for over 19 years. His noticeable work was the planning of the gas infrastructure enhancement and expansion i.e. pipelines, LNG services, and LNG terminals in Thailand. Currently, he is working on having the new LNG terminal at Ban NongFaab to be ready for the Open Season, ensuring the effectiveness of LNG terminals TPA, and supporting the government in the transition of Gas Liberalization phase 1 to phase 2 and beyond.

    His formal education includes a Bachelors of Mechanical and Computing Engineering, a Master degree in Development Technology, and a Master degree in MBA from Monash University, University of Melbourne, and Chulalongkorn University respectively.
