ACER-CEER Position on Anticipatory Investments

The conclusions of the 9th Energy Infrastructure Forum requested ACER and CEER to analyse key barriers and develop recommendations for national incentive schemes to promote anticipatory investment for the system integration of renewables.In this paper, ACER and CEER present findings based on two reviews of national regulatory frameworks (one in 2023 and another one in 2024) based on national regulatory authorities (“NRAs”) factual inputs and their views on the topic of anticipatory investments. Based on the findings, the report ends with several recommendations for regulators for national incentive schemes.
