Workshop description
With strengthened interconnections and increased cross-border trade between countries and national/ regional markets, the common and harmonised rules have become increasingly necessary to effectively manage electricity flows. Through the network codes development process, the European Commission adopted more and more binding Network Codes (NC), but the process is still ongoing. The introduction of different elements of the European Target Models – throughout the implementation of the NCs – presents challenges for TSOs, market players and national regulatory authorities. Countries outside of the EU also target the implementation of these NCs to complement their existing national rules to tackle cross border issues in a systematic manner.
The objective of this very technical educational program is to shed light on issues of the rules and the implementation challenges of the European Electricity Market Codes, especially the Capacity Allocation and Congestion Management (CACM) and the Forward Capacity Allocation (FCA) NCs. The 2-day program will focus on:
- Basic elements of regional markets, social welfare gain of market integration
- Concept, content, approval process and general implementation issues of Framework Guidelines and Network Codes
- Special aspects/challenges of NC implementation in the non-EU member countries
- Main elements and critical technical and legal implementation issues of the CACM and FCA NCs
- Concept, advantages and implementation challenges of Flow Based Congestion Management
- Bidding Zones and Capacity Calculation Regions – critical issues in different regions
- Day-ahead and intraday market coupling – concept, dilemmas and challenges with case studies
- Nominated Electricity Market Operator (NEMO) competition
- Special issues of traders’ interest
Presenters of the workshop are predominantly those regulators and TSO representatives who have been involved in the preparatory work of the European Network Codes.
